Dear Bidder, Under the Better Livelihoods and Human Capital through Improved Service Delivery in Social Protection and Skills (BLHC) Programme, the International Labour Organization (ILO) is looking for a consultant to conduct a comprehensive sectoral desk-based review, aiming at preparing for SPEED analysis, focusing on identification of sectors and skills that have potential for economic development, improving decent work opportunities and adaptable to the green transition. The key objective is to identify priority sectors by using STED (Skills for Trade and Economic Diversification) criteria and recommendations for SPEED analysis. The ILO’s Better Livelihoods and Human Capital through improved service delivery in social protection and skills (BLHC) Programme is a joint programme in support of the World Bank Compass and UN Global Accelerator multi-stakeholder track (M-GA). The M-GA is informed by the aligned objectives of the UN Global Accelerator on Jobs and Social Protection and the World Bank Social Protection and Jobs Compass, to fast-track actions to extend social protection to the 4 billion people worldwide who are currently excluded, and to create millions of decent jobs in sustainable and future-orientated sectors. One of the main components of the programme in Cambodia is to improve TVET employability outcomes through increased inclusion, responsiveness to labour demands and improved cross-cutting skills.
